Yes John, serviceable. by the 1960s that was not the case, Raleigh even went to the extreme of bushing pedals, rather than bearings. That pedal was only out for a couple years, and for the better, they were prone to broken axles.
I believe those Dumels are slightly earlier; like 1930s-1940s
